I'd really like (or need) to control what is shown to community users (and anonymous users) when they try to use the "Case Status" link (/default.asp?pg=pgPublicViewForm).

As far as I can tell, providing an API to implement this would be a very small feature with little or no cross-impacts; it would basically just be a rewrite of

pg=pgPublicViewForm

to

pg=pgPlugin&ixPlugin=XX

(And maybe this could even be generalized in order to allow redirecting even more built-in pages.)

I've opened a case for this.

It's possible that it will find it into a release, but I can't promise anything.  It depends a lot on what other bugs are found.
