All plugins which globally influence the FogBugz behavior and functionality, especially the ones adding items into the Admin and Extras menu, should cause a full page reload when they are loaded or unloaded.

The current behavior can be confusing at times because menu items are wrong, missing or leading "nowhere" after loading or unloading plugins.
