Are there plans to provide API exposure to plugins?

Yes, there are plans, but it's not certain that they will make it in before release.  Part of the purpose of the Alpha, though, is to find out what additional interfaces are needed, so if you can give an example of how you'd use it it would make it more likely to get done.
